Stack sampling profiler: run the profiler in the GPU process on Windows 64 bit trunk builds
Configure the sampling profiler to run in both the browser and GPU process on
Windows 64 bit trunk builds. Also update the configuration variations to support
future synthetic field trials on canary and dev releases.
