Mojo C++ Bindings: Remove redundant AssociatedInterfaceRequest APIs
Adds an explicit constructor over a ScopedInterfaceEndpointHandle and
removes the Bind method. Also removes the now-useless
MakeAssocaiatedRequest template helper.
