When relaunching, give the new proc permission to bring windows to the fg.
In some cases, windows of the relaunched browser may appear behind other
windows on the desktop. This is not at all desirable. By explicitly
giving the new browser process permission to bring its windows to the
foreground, we hope this will happen less often.
