Add the NDK's libc++ library to the build. This depends on Bionic's NDK compatibility library, which is still a WIP. We should probably consider adding both compatlib and non-compatlib flows to the NDK so that users who only care about the latest versions can avoid using the compatblib (there are probably going to be bugs for a while).
