build: support configure in autogen.sh
* enable libcl by default in configure.ac
* specify parameters for autogen e.g.
$ ./autogen.sh --prefix=/usr --enable-3alib --enable-aiq \
--enable-gst --enable-drm --enable-libcl --enable-profiling \
--enable-smartlib --enable-opencv
