Move llvm/Support/MDBuilder.h to llvm/MDBuilder.h, to live with
IRBuilder, DIBuilder, etc.
This is the proper layering as MDBuilder can't be used (or implemented)
without the Core Metadata representation.
Patches to Clang and Dragonegg coming up.
