Second set of ARM/MC/ELF changes.

Added ARM specific ELF section types.
Added AttributesSection to ARMElfTargetObject
First step in unifying .cpu assembly tag with ELF/.o
llc now asserts on actual ELF emission on -filetype=obj :-)
