MC: Add MCInstrDesc::mayAffectControlFlow() method.
MC disassembler clients (LLDB) are interested in querying if an
instruction may affect control flow other than by virtue of being
an explicit branch instruction. For example, instructions which
write directly to the PC on some architectures.
