x86-64: Don't print "Initializing x86-64 optimizations" in debug builds. In "release" builds, Mesa would print this message if the MESA_DEBUG variable was set. Make it so for debug builds as well. I build debug builds all the time, but I'm not debugging this. Signed-off-by: Kenneth Graunke <kenneth@whitecape.org> Reviewed-by: Eric Anholt <eric@anholt.net>
