scons: Improve Python module dependency discovery. Several NIR scripts were using `from ... import ...` syntax, which wasn't supported. Using Python standard libary's modulefinder solves the problem with less effort and hacks. Reviewed-by: Brian Paul <brianp@vmware.com>
