radv: Do not access set layout during vkCmdBindDescriptorSets. The spec says: " VkDescriptorSetLayout objects may be accessed by commands that operate on descriptor sets allocated using that layout " So our behavior is valid here, but this is a temporary workaround for an issue with Baldur's Gate 3.
