ui: Add gn rule to copy protobufjs light We need protobufjs light to parse metric result protos in the UI, but rollup cannot bundle it due to circular dependencies. (See https://github.com/rollup/rollup/issues/2747) Now we copy over the prebundled protobufjs/dist/light/protobuf.js to our gen directory and use it from there, which avoids us having to deal with its internal dep tree.
