Land initial scripts for the new CI Lands the scripts that are executed by the CI to run tests. These scripts are in test/ and not in infra/ because they are ran from the the checked out code, not from the image that is running on the CI. infra/ should only contain code that is part of the rarely-update ci-image. This is to maintain the following property: if you change code in infra/, that change will have effect only when de-deploying the CI images, not before.
