tp: fix SelectRows when working with trunacted bitvectors

We added support for selecting ranges and bitvectors with truncated
bitvectors but not index vectors. We now need this for the thread state
table so add support for this and beef up the tests as well.

This was the root cause of b/161449208

Perfetto is a production-grade open-source stack for performance instrumentation and trace analysis.
