Don't open per-thread proc files in the initial ps scan Doing so takes too much time and hits the watchdog. Also, it is completely useless if record_thread_names is not set. Bug: 120887501 Change-Id: Ie0ebf4f38bb49d1c186666a4940fe998fa8d500e
