UI: restrict non-ready features to internal users only

Avoid exposing features that are not stable and ready
for public consumption.
The linked is_internal_user.js is a one-liner that does:
globals.isInternalUser = true;
But is stored in a GCS bucket that is accessible only
to authenticated googlers.

Perfetto - Performance instrumentation and tracing

Perfetto is an open-source project for performance instrumentation and tracing of Linux/Android/Chrome platforms and user-space apps.
