Enable enable_perfetto_trace_processor_httpd on Windows

Now that we have both a Windows port of the socket
class (aosp/1539388) AND a getopt (aosp/1539391)
replacement, we can enable the --httpd mode on
trace_processor_shell.exe

Bug: 174454879
Test: manual on Windows: open https://ui.perfetto.dev
      and check that the RPC interop works.

Perfetto - System profiling, app tracing and trace analysis

Perfetto is a production-grade open-source stack for performance instrumentation and trace analysis. It offers services and libraries and for recording system-level and app-level traces, native + java heap profiling, a library for analyzing traces using SQL and a web-based UI to visualize and explore multi-GB traces.
