tp: stop including shell in dist and remove noop stripping

* Now that we have the stripped build, we can include that in the
  dist instead which should save quite a bit for the build server
  storage.
* strip does nothing for host tools (b/51009717) - we now work around
  this by using a manual Python script.

Perfetto - Performance instrumentation and tracing

Perfetto is an open-source project for performance instrumentation and tracing of Linux/Android/Chrome platforms and user-space apps.
