tp: move trace_storage and deps to storage folder

This will allow us to add helper functions which only operate on the
storage to this new folder without polluting the top level folder.

Perfetto - Performance instrumentation and tracing

Perfetto is an open-source project for performance instrumentation and tracing of Linux/Android/Chrome platforms and user-space apps.
