perfetto: fix activate_triggers from statsd

aosp/1713963 accidentially broke handling of activate_triggers by
moving the "indefinite tracing to incidentd" check to *before*
the triggering code.

Fix this by modifying the save_to_incidentd_ flag to take triggers into
account.

Also while I'm here, tidy up some of the naming and ordering here to
make more sense

Perfetto - System profiling, app tracing and trace analysis

Perfetto is a production-grade open-source stack for performance instrumentation and trace analysis. It offers services and libraries and for recording system-level and app-level traces, native + java heap profiling, a library for analyzing traces using SQL and a web-based UI to visualize and explore multi-GB traces.
