Remove lite runtime from all perfetto protos

We want to be able to import google.protobuf.descriptor.proto, and that
cannot be done in protos with lite runtime. Removing lite runtime from
all protos.

Perfetto - Performance instrumentation and tracing

Perfetto is an open-source project for performance instrumentation and tracing of Linux/Android/Chrome platforms and user-space apps.
