test: fix unauthorized error when uploading metrics We didn't have the correct scopes for uploading to Firebase/Stackdriver. This wasn't caught locally because local tests used a token which implicitly granted the required permissions. Change-Id: I1cbffe5d69f787a50f6eea881e255b15112bcc58 Bug: 131354532
