Handle cached values in thread time in state

Metric for time in state assumed that values for all frequencies are
avaiable in every packet. To reduce the size, unchanged values are not
included. Therefore, to correctly find total runtime per core type, we
need to know the runtime for each frequency.

Perfetto - Performance instrumentation and tracing
