trace_processor: fix reentrant calls to RUN_METRIC

This CL removes the check that none of the queries in RUN_METRIC produce
any data. This is not valid if there is a call to RUN_METRIC reentrantly
as every SQL function must produce a value (and if it doesn't it's
treated as returning NULL).

This matches the behaviour in ComputeMetrics.
