Fix sqlite percentile.c in bazel percentile.c was incorrecly picking the system header for sqlite3ext.h instead of the sqlite one. This fix causes the right sqlite3ext.h and sqlite3.h to be picked from the amalgamated dep. Test: manual: addedd #error to both sqlite3.h and sqlite3ext.h Change-Id: Ic2dfac55a0d692532ca8431a8ca1c3c26de9f0d8 in the bazel cache and cheked they show up when building percentile.h
