perfetto-ui: Scrollable details panel

- Add position: sticky to the header element in the details panel
- All elements should be overflow: visible by default
- Removed special case handling for logs panel
- Moved panels outside of the scroll-limiter and used a grid to
them in the same space as the canvas.
