Ensure that we generate a ChromeConfig that sets record_mode.

This is needed because by default Chrome will emit metadata at the end
of the trace, but if we are in STOP_WHEN_FULL there might be no space
left for the metadata. Chrome detects this but based on its own
recording more. So when RECORD_UNTIL_FULL is set chrome will emit
metadata at the start of the trace.
