Chrome Metrics: Switch to using threads called NOT LIKE "%ThreadPool%" This prevents us from computing blocking tasks for thread pools where we don't think its blocking the critical flow for scrolls. I also improve the accuracy of the CPU time by using thread_slice directly rather than the old counter table. This should be much faster.
