ui: Add feature flags

Add the system for feature flags to the UI. This can be used for:
1. Experimental new projects (pivot table, config persistence, etc)
2. Allow expert users to turning off what they don't need
   (e.g. android metrics for chrome devs)
3. V0 of plugin enabling/disabling

Perfetto - System profiling, app tracing and trace analysis

Perfetto is a production-grade open-source stack for performance instrumentation and trace analysis. It offers services and libraries and for recording system-level and app-level traces, native + java heap profiling, a library for analyzing traces using SQL and a web-based UI to visualize and explore multi-GB traces.
