processor: Only fall back to legacy tracks for legacy events In the presence of track_uuids, only fall back to legacy tracks if the event is a legacy event. This enables a gradual switch to TrackDescriptor tracks in Chrome. Bug: 130786981 Change-Id: Iae80985ed2ffa123d4f0525a326c99b0ba071e1b
