Bump delay in HeapprofdEndToEnd.ReInit_Central test.
This test is currently about 50% flaky on hwasan.
For some reason, only 32-bit test is affected (i.e. 32-bit test binary
talking to the 64-bit daemon). The test binary is not even built with
hwasan, which is aarch64 only.
The failed runs have this in adb logcat:
