Add counter_values by counter id index Most (all?) accesses to the counter_values table will be based on the counter_id. Similarly to the pattern used by the slices table, add an index to facilitate lookups. Bug: b/128923043 Change-Id: Ia7c698df18f3381eeeb53461191adfc20c669740
