protozero: Minor refactoring to Decoder Non functional refactoring. Just moves the decoder class up instead of nesting inside the encoded class. This is to allow fwd declaration (nested classes cannot be fwd declared). Maintains a Decoder alias for backwards compat. Bug: 132880619 Change-Id: I1fa4576be0452c3063403f35dc7873b29e6da6b6
