pw_bloat: Honor output contract in pw_size_report

pw_size_report states both $target_name and ${target_name}.txt as
outputs, while in case of full report only .txt is generated.

When full_report=true and pw_size_report is added as a dependency to
pw_doc_group it fails the build due to the non-existing file.

This change copies ${target_name}.txt data as $target_name to keep the
output contract honored.
