pw_rpc: Refactor import statement

On its own I prefer the old version, but the new one is easier to
correctly transform when importing Pigweed code. In particular, if a
prefix is added to imports converting

  import pw_rpc.ids

to

  import pigweed.pw_rpc.ids

the symbols are no longer available under their old names, producing a
runtime error. The new form of the import statement avoids this problem.

Pigweed

Pigweed is an open source collection of embedded-targeted libraries–or as we like to call them, modules. These modules are building blocks and infrastructure that enable faster and more reliable development on small-footprint MMU-less 32-bit microcontrollers like the STMicroelectronics STM32L452 or the Nordic nRF52832.
