pw_ring_buffer: Permit pushing empty spans
It should be possible to submit empty spans, for instance when supplying
empty strings, e.g. PW_LOG_INFO(""). Remove the precondition and add
tests to confirm that we can handle empty spans appropriately.
No-Docs-Update-Reason: Updates are outlined in API headers.
