pw_env_setup: Relax submodule presence checks Relax the check on submodule presence. Can now use required_submodules to only check the presence of a subset of submodules. No simple way to skip all submodule presence checks, but the source repository likely has Pigweed as a submodule and likely doesn't work well without Pigweed, so adding Pigweed as the sole required submodule should be sufficient.
