third_party/freertos: provide FreeRTOSConfig.h helper

Provides a helper header for configASSERT to use pw_assert.
This will be extra useful once we disable statics for some source
files which require redefining of the assert macro as PW_CHECK
relies on statics.

Also sets up a Third Party Support docs target along with
docs for third_party/freertos/*.
