pw_rpc: host_tools group; remove pw_build_HOST_TOOLS - Add a top-level group for building Pigweed host tools. Currently, there are two Go tools. C++ tools would specify the default host toolchain when listed in this group. - Remove the pw_build_HOST_TOOLS GN build arg, which is no longer needed.
