pw_console: Resizeable window splits

Enable mouse drag window split resizing. This change allows resizing
the widths of vertical splits.

If horizonal splitting is set in a user
config (window_column_split_method: horizontal) this change allows
mouse drag resizing the height of the splits.

Manual Test: Mouse window resizing all steps

Pigweed

Pigweed is an open source collection of embedded-targeted libraries–or as we like to call them, modules.
