pw_rpc: Remove pw_rpc_USE_GLOBAL_MUTEX build arg

Whether to use a global mutex is specified in a config option, and
doesn't need to be specified separately as a GN arg. The integration
tests can (and must continue to) work without locking. Tests that
require locking can be individually disabled / adapted based on
PW_RPC_USE_GLOBAL_MUTEX.

In general, introducing build args complicates the build and makes
supporting other build systems more difficult.
