pw_function: Function definition to pw namespace

Moves the defintion out of pw::function_internal and into the
pw namespace. This ensures that the std::nullptr_t comparison
helpers work and also makes it easier to users to find/read the
public API.

In addition the comparison helpers were updated to use explicit
static_cast bool conversions instead of using double negatives.
