Issue #9632: Remove sys.setfilesystemencoding() function: use PYTHONFSENCODING
environment variable to set the filesystem encoding at Python startup.
sys.setfilesystemencoding() creates inconsistencies because it is unable to
reencode all filenames in all objects.
