Issue #11014: Make 'filter' argument in tarfile.Tarfile.add() into a
keyword-only argument. The preceding positional argument was deprecated,
so it made no sense to add filter as a positional argument.

(Patch reviewed by Brian Curtin and Anthony Long.)
