1385 Windows. This option prevents any other sockets from binding to the
1386 host/port we've bound to, thus removing the possibility of the
1387 'non-deterministic' behaviour, as Microsoft puts it, that occurs
1388 when a second SOCK_STREAM socket binds and accepts to a host/port
1389 that's already been bound by another socket. The optional preferred
1390 port parameter to bind_port() has been removed. Under no
1391 circumstances should tests be hard coding ports!
