Slightly revised version of patch #1538956: Replace UnicodeDecodeErrors raised during == and != compares of Unicode and other objects with a new UnicodeWarning. All other comparisons continue to raise exceptions. Exceptions other than UnicodeDecodeErrors are also left untouched.
