_PyObject_DebugDumpStats: renamed to _PyObject_DebugMallocStats.
Added code to call this when PYMALLOC_DEBUG is enabled, and envar
PYTHONMALLOCSTATS is set, whenever a new arena is obtained and once
late in the Python shutdown process.
