Added 'u' and 'u#' tags for PyArg_ParseTuple - these turn a
PyUnicodeObject argument into a Py_UNICODE * buffer, or a Py_UNICODE *
buffer plus a length with the '#'.  Also added an analog to 'U'
for Py_BuildValue.
