bpo-30687: Fixes build scripts to find msbuild.exe and stop relying on vcvarsall.bat (#2252) * Fixes build scripts to find msbuild.exe and stop relying on vcvarsall.bat Also fixes bdist_wininst.vcxproj to use correct version in generated name.
