bpo-43908: check_set_special_type_attr() checks Py_TPFLAGS_IMMUTABLETYPE (GH-25743)
check_set_special_type_attr() and type_set_annotations()
now check for immutable flag (Py_TPFLAGS_IMMUTABLETYPE).
